SDNR: Should legalizing marijuana be considered a viable option for raising tax revenue?
JB: An emphatic no! Should the state do this; can legalizing other illicit drugs be far behind?
SDNR: How would the legalization of marijuana affect Encinitas?
JB: Poorly, as would be the case for any other city.
SDNR: Is the current legal and regulatory structure for medical marijuana sufficient, or are changes needed?
JB: Current state and federal laws are sufficient, provided local governments continue to be able to say "no" to such establishments in the local entities under their jurisdiction. |

The San Dieguito Water District is considering raising water rates by 13 percent, reported the North County Times. The district serves Cardiff, Old Encinitas, Leucadia and parts of New Encinitas. The Encinitas City Council, which serves as the district's board of directors, discussed a proposed rate increase last week. A public hearing is scheduled for Feb. 24. If the proposal is approved, the rate increase would take effect in late spring. |

After a month-long stalemate, the Encinitas City Council agreed to pay the Encinitas Chamber of Commerce to continue operating the city's visitors' center, reported the North County Times. The council voted 3-2 to repay the chamber funds for recent expenses connected to the visitors' center. The council also created a subcommittee that will discuss whether the city should help fund the center over the long term. |

The Encinitas City Council will be asked Wednesday whether it wants to continue with plans to build three pedestrian tunnels under railroad tracks or create at-grade railroad crossings where people can legally walk across tracks, according to the North County Times. At-grade crossings will cost around $500,000 while each underpass structure is estimated at $5 million. The city has been drafting plans for the underpass structures for several years, but has recently indicated it would like a cheaper option. |
