La Mesa has hired David E. Witt to be their new city manager, reported the Union-Tribune. Witt, who has worked at the city since 1985, will take over for City Manager Sandra Karl after she left for a position as deputy manager of the San Diego County Water Authority.

La Mesa is considering the construction of an 18-story building near downtown, reported the Union-Tribune. The mixed used high-rise would be twice the size of any other building in La Mesa. Called Park Station, the building could include 500 residences or a few hundred hotel rooms, along with office and retail space. Opponents of the building say the proposed high rise would clash with the community's image as a small town. The building could translate into as much as $1 million in annual tax revenues for the city.

It was December of 2008 and the La-Mesa Spring Valley School District (LMSVSD) was hurting financially.

With an unprecedented economic crisis taking hold in California, state revenues were plummeting and local school districts were being asked to carry the lion’s share of the burden. Districts across the state faced deep cuts in their already cash-strapped budgets. LMSVSD was no exception. Their district was grappling with a 12% cut from their budget.

While many districts elsewhere in the state were taking a hard look at their finances, the board members of LMSVD set out to cut everywhere they could without sacrificing the quality education provided to their students.

Thorough examination led them to a little-known law that has perpetuated wasteful spending not only in their district, but in districts across the state for years.

The culprit? An obscure state law related to outdated textbooks. Many textbooks were being discarded every year, even if they were just a few years old.

Under current state law, obsolete or surplus textbooks and other instructional materials may only be given to charitable organizations, or sold to an organization that agrees to use the materials solely for educational purposes. Unfortunately, the law had many restrictions on re-selling the materials, making it almost impossible for schools to generate additional revenue from these sales.

The La Mesa City Council has voted to expand a ban on alcohol to include public spaces on sidewalks, streets and alleys, reported the Union-Tribune. The council voted unanimously to approve the ban. Police officials say that there has been a large spike in the rise of alcohol-related calls, and the new ban will give them more flexibility in dealing with alcohol-related crimes.

The La Mesa City Council will consider whether to ban alcohol from public places at a meeting tonight, according to the Union-Tribune. Citing an increase in alcohol-related police calls, the council might extend prohibition from just city parks to public spaces, including streets and parking structures. The ordinance does not include any specific fines, but under city codes, infractions can carry a $250 fine.
