Should legalizing marijuana be considered a viable option for raising tax revenue?

The challenge with the debate is that there is not hard evidence that supports or refutes the claims being made on either side of the discussion.

How would the legalization of marijuana affect Lemon Grove?

As for Lemon Grove, we have not analyzed how legalizing marijuana would impact the city - both short and long term impacts - and what regulatory structures would have to be established to accommodate legalization.

The Lemon Grove City Council is considering a half-cent sales tax after a poll showed nearly 70 percent of residents would vote for the measure, according to the Union-Tribune. If the city's voters approve the increase, Lemon Grove would become the fifth city in San Diego County to have a sales tax in excess of the state's 8.75% sales tax.

The Lemon Grove City Council voted unanimously Tuesday to approve an agreement with the cities of La Mesa and Poway to combine the cities' fire departments, reported the Union-Tribune. El Cajon and La Mesa are expected to consider the same agreement. If approved, it will take effect in January. In July, the cities agreed to unify senior staff coverage at night.

Lemon Grove is debating whether the city should freeze a few city programs and impose several long-term fixes to close a budget deficit that is expected to grow to $2.8 million over the next decade, according to the Union-Tribune. The Lemon Grove City Council discussed last week whether to impose a half-cent sales tax increase that could generate $2 million annually. The city has already frozen two programs that aid small business and are considering freezing other city programs.

Lemon Grove City Councilmember Mary England replied to questions posed by San Diego News Room.

With the state Legislature deadlocked over California’s budget and its multi-billion-dollar deficit, many cities are anticipating another round of cuts. Considering Lemon Grove’s existing budget and tax base, do you anticipate the need to make additional cuts?

The City of Lemon Grove's current budget was written in full anticipation of these State cuts.

How many times has Lemon Grove already made budget cuts in 2009?

We made mid-year budget cuts in February 2009, and for the fiscal year 2010 budget in June 2009.

Do you anticipate pressure to raise taxes?

We don't know yet. The dust still has to settle in Sacramento before the public will express which direction to go.

What is the greatest challenge Lemon Grove faces in maintaining a balanced budget for fiscal year 2009-10?

The biggest challenge will be keeping up with our long-term maintenance needs.
