Tomorrow, the Solana Beach City Council will decide whether or not to withdraw an application to gain more control over coastal development, reported the Union-Tribune.  The pending application has been submitted to the Coastal Commission and returned for changes, including more details on sea-wall permit fees and how those revenues would be allocated.  On May 12, a Coastal Commission staffer wrote a letter to the city saying that the plan needed too much work to meet procedural deadlines and that the application should be resubmitted.  The City Council will consider whether to quickly draft revisions, withdraw the plan, or ask that the commission accept the plan as-is.

Solana Beach became one of the last cities in the county to permanently ban alcohol on its beaches with a unanimous City Council vote last night, reported the Union-Tribune. Solana Beach had imposed a one-year trial ban last year, which was set to expire July 24.  After alcohol was temporarily banned on Del Mar and San Diego beaches, and at Torrey Pines State Beach, Solana Beach became a destination for drinking.  City staffers reported after a year that the trial ban had reduced drunken raucousness, and advised making the ban permanent.

Solana Beach is the first city in San Diego County to offer a financing program that allows small businesses and homeowners to buy solar panels and pay them off over 20 years with their property tax bills, according to the Union-Tribune. The City Council voted Wednesday to solicit consulting bids for developing the program.  Long-term bonds will be issued to cover the initial cost of solar panels, and Solana Beach should begin accepting applications for the program by summer.  San Diego, Encinitas and the county are all looking into similar programs, while Berkeley and Palm Desert are the only two cities in California that have such programs in place.

Solana Beach coastal plan faces rejection from Coastal Commission PDF Print E-mail

Following the California Coastal Commission staff's rejection of Solana Beach's proposed Local Coastal Program, city officials will go to Long Beach Thursday to attempt to persuade the commission to approve the plan, according to the Union-Tribune. The plan, which took city officials four years to draft, would give the city more control over development and establish coastline land-use policies. The commission's staff has recommended rejecting the proposal because they say it lacks clear policy direction and allows sea walls that may not be necessary for properties. A rejection would mean starting over on the plan.  City officials will ask to be allowed to amend the plan instead.
