Officials say a new sports park in Vista is halfway done, according to the North County Times. The Vista Community Sports Park has been under construction since January. Officials say the park should be finished in the fall of 2010 with a price tag of $18.7 million. The 16-acre park is being built in a rural part of northwest Vista. When finished, it will include three baseball diamonds, picnic areas, two soccer fields, and a community center. An additional 16 acres owned by the city will remain as open space.

The Vista City Maintenance Association has filed a complaint with the state's Public Employees Relations Board against the city after a dispute over the workers' hours and schedules, reported the North County Times. The City Council voted on a new contract last Tuesday, but maintenance workers refused it because they wanted their current schedule of working four 10-hour days made permanent. The current contract keeps that schedule, but the city has indicated it does not want those hours to be locked in.

Medical marijuana dispensaries in Vista have been located there despite an existing policy that prohibits them, according to city official, reported the North County Times. Assistant City Attorney Pete Grover told members of the city's Crime and Substance Abuse Prevention Commission that Vista adopted a redevelopment code in 2007 that outlaws marijuana dispensaries.

Employees at Vista businesses that sell or serve liquor may have to take a special training course under a new ordinance proposed by city officials, reported the North County Times. The ordinance would require businesses to take a four-hour training course every two years to maintain their liquor licenses. The training would be done by the state Department of Alcoholic Beverage Control at no cost to the businesses.

The Vista City Council will review a proposal today that would ban all smoking and chewing tobacco in city parks and trails, reported the North County Times. The ordinance would put Vista in line with nearly every other city in San Diego County except Santee, which is the last holdout for smokers.  The proposal would be passed without discussion unless a council member objects.
